Purpose (Why now)

Empower Boca Raton residents to co-finance priority park upgrades and EV charging through micro-denomination ESG municipal bonds with full transparency and automated impact reporting.

Pilot Scope (What)

  • Use of proceeds: Park improvements & EV charging at Red Reef Park and Spanish River Park.
  • Pilot size: $3–5M (can be staged in tranches).
  • Bond format: 10-year tax-exempt micro-bonds (denomination $500–$1,000), Residents-First subscription window 24–48h.
  • Pricing target: Near AAA 10-year benchmark on pricing date; final coupon/YTM set with underwriter.
  • Distribution: Digital onboarding + local outreach (city site, libraries/parks, university/community partners).

The CivicFi Stack (How)

  • Issuance & Investor Portal (SaaS): residents sign up, KYC/AML, purchase micro-bonds, receive statements.
  • Disclosure & EMMA Feed: continuing disclosure calendar + auto reminders (Rule 15c2-12 support).
  • CivicScore™: on-time disclosures, project delivery, and spend tracking rolled into a public scorecard.
  • Proof-of-Use™ (MRV): photo evidence, invoices, sensor/usage data (EV sessions, kWh), park upgrades—published to a public dashboard.
